Our CEO & Board of Directors

William Freeman, CEO and Founder

William Freeman, CEO & Founder of People of Purpose ​William Freeman had the idea to create People of Purpose while he was incarcerated. At this time, William reevaluated his life choices and knew that he never wanted to go back to prison. Instead, he wanted to become a productive member of society and a leader in his community. As he navigated his own road to reentry, he recognized that some of the major needs in this journey were almost impossible to overcome alone. As such, he was determined to create People of Purpose with the goal of helping others avoid the pitfalls that he encountered and close the door on recidivism. While in prison, William acquired over 30 certifications, including Thinking for a Change cognitive behavioral programming, Commercial Driver’s License, Forklifting, and Parenting. He gained advanced leadership and public speaking skills through Toastmasters, which allowed him to become a motivational speaker who is passionate about reforming the criminal justice system. After his release from prison, William became a specially trained Peer Specialist to help himself and other people who have a criminal history become fully functioning, self-sufficient citizens. He is also a member of the Glades Leadership Initiative, Member of the Peer Support Coalition of Florida, Nonprofits First Leadership Academy, and Advisory Member on the Palm Beach County Reentry Task Force.​

Christine Handy, President

Ms. Handy is a model, writer, and motivational speaker. She is the author of Walk Beside Me, a story of hope, faith, friendship, hardship, and taking a closer look at what truly matters in life. She is affiliated with the Lotus House Women’s Shelter and EBeauty. She earned her Master’s Degree in Creative Writing from Harvard University and Bachelor’s Degree in Political Science from Southern Methodist University. Her pro-social activities include reading, writing, walking, biking, and playing tennis. Ms. Handy joined the PoP Board in 2020 and is a founding member. 

Arlene Ustin, Vice President

Ms. Ustin is affiliated with the League of Women Voters - PBC Chapter and is the Vice President of the Florida National Organization for Women. She co-founded or served on several issue-based entities, including Committee Against Gun Violence, Partner Organizations Against Sex Trafficking, and the Haitian American Culture Collaborative. She earned her Master’s Degree in Education and Public Health from UC Berkeley and her Bachelor’s Degree in Art History from Hunter College. Her pro-social activities include watching films, making peace dolls, being in nature, reading, and writing. Ms. Ustin joined the PoP Board in 2020 and is a founding member.

Sarah Phillips, Secretary

Ms. Phillips is a leader in the Moms Demand Action for Gun Sense in America organization. She currently leads the Community Gun Violence Prevention campaign for the PBC Chapter. She has experience in community organizing and political action at the state and local levels. Before relocating to Florida, she worked in public relations and marketing in the field of architecture and interior design in New York City. Her pro-social activities include painting, cleaning, and working out. Ms. Phillips joined the PoP Board in 2021.

Lyric White, Treasurer

Lyric White is a Palm Beach County native, mother, and advocate whose purpose was shaped by personal experience with the criminal justice system. Rather than allowing those challenges to define her, she chose to let them refine her fueling her commitment to prison reform and the power of second chances.

Lyric graduated with a bachelors degree from Florida Atlantic University. She combines lived experience with education to speak on reform from both the heart and the head. She understands the human impact behind policies and believes true justice must include accountability, dignity, and opportunity for restoration.

Professionally, Lyric serves as a billing manager and is also a licensed esthetician, balancing leadership and service in every space she occupies. Whether advocating for systemic change or uplifting those around her, she is driven by resilience, faith, and the belief that transformation is always possible.

Tina Tucci, Member

Tina Tucci began her career as a lead therapist at a children and adolescent unit in a psychiatric hospital before dedicating years to supporting individuals facing physical challenges, including serving as a full-time caregiver for her paralyzed mother. She later ran a tennis academy designed to give children a sense of community, confidence, and belonging. Tina now works in the medical device industry, where she helps deliver solutions that improve patient care. She serves on the board of Project Overdose and is a co-founder of Pickle & Pear, a pickleball event company. She earned her Master's Degree in Psychology and her Bachelor's Degree in Journalism at the University of Florida. Her pro-social activities include playing pickleball, antiquing, and spending time with her family.

Tarcel King, Member

Ms. King is a reentry case manager at The Lord’s Place. She has her own experience with incarceration and is committed to improving the reentry system while inspiring the next person coming out of incarceration. She owns Mop & Glow Cleaning Services, a local cleaning business. She is also a DUI Instructor in Broward County and is affiliated with the PBC reentry faith-based committee and the Koinania Worship Center. She earned her Master’s Degree in Social Work from Walden University and Bachelor’s Degree in Social Work from Florida Atlantic University. Her pro-social activities include reading, researching, walking in the park with her dogs, fishing, and going to the beach. Ms. King joined the PoP Board in 2023.

Allison "Alli" Jimenez, Member

Allison “Alli” Jimenez is a Licensed Mental Health Counselor, Certified Addiction Professional, Nationally Certified Counselor, and Professor specializing in trauma and crisis intervention. She is the CEO of Support Not Stigma Counseling and Wellness. Through her personal and professional experiences, she has made it her life’s work to break generational cycles of trauma through counseling, prevention services, education, advocacy, writing, and public speaking. Alli has lived experience of sitting in the client seat and knows firsthand the positive impact consistent therapy has. Alli takes an integrative and holistic approach to therapy, identifying root causes, not just focusing on the problem at hand. It is her belief that much of the detriment in our world is due to the shackles of unresolved generational traumas. If more people had access to mental health services, education, prevention, and treatment programs without barriers and the fear of stigma, our communities can and will be strengthened.

Karyn Keil, Member

Ms. Keil is the Director of Operations at Roots and Wings, a nonprofit organization to combat the threat of illiteracy and to promote excellence in public education. She is affiliated with the Women of Tomorrow as a volunteer mentor. Ms. Keil earned her Bachelor’s Degree in Arts in Communication and Master’s Degree in Community Counseling from Barry University. Her pro-social activities include reading, attending theater productions, being in nature, going to the beach, spending time with animals, bird watching, experimenting with recipes, dining out, and hanging out with her husband and pets. Ms. Keil joined the PoP Board in 2024.

Tyrina Pinkney, Member

Tyrina Pinkney is a therapist, professor, and Clinical Director whose work is deeply rooted in community-based mental health and nonprofit leadership. She is committed to expanding access to equitable, culturally responsive care for underserved populations and strengthening systems that support individuals and families. With experience bridging direct clinical services, program development, and professional education, Tyrina brings both hands-on expertise and strategic vision to the organizations she serves. Her leadership reflects a dedication to collaboration, prevention, and sustainable community impact, ensuring that quality mental health care reaches those who need it most.

Amanda Aiken, Member

Amanda Aiken is a dedicated non-profit professional with over seven years of experience in substance use prevention. A graduate of Florida State University, she holds a Bachelor of Science in Family and Child Sciences, with minors in Psychology and Social Welfare. Currently, she is pursuing a Master of Arts in Marriage and Family Therapy, specializing in systemic addiction, further enhancing her expertise in this critical area. Amanda is also a Certified Family Life Educator (CFLE), bringing a wealth of knowledge to family and community dynamics.

Throughout her career, Amanda has worked collaboratively with diverse stakeholders, including schools, local governments, and community organizations, to implement evidence-based programs that empower individuals and families. 

With a strong commitment to community health, Amanda is skilled in data analysis and program evaluation, ensuring that interventions are effective and sustainable. 

Mark Schneider, Advisor to the Board

Mr. Schneider served for many years as the President of the PBC Chapter of the ACLU of Florida and received the chapter’s Harriette Glasner award for outstanding contribution to civil liberties. He also served on the Florida ACLU State Board of Directors, as Vice President of the Colorado Springs Chapter of the Colorado ACLU, and as Secretary, Vice President, and President of the Southern Illinois Chapter of the Illinois ACLU. He is also affiliated with the Speaker’s Bureau of the League of Women Voters, its Voting Rights Coalition, and is a Professor Emeritus from Southern Illinois University. He received his doctorate in Sociology from Yale University and taught at Princeton and the University of Michigan. His pro-social activities include swimming, going to the gym, cooking, and reading. Mr. Schneider joined the PoP Board in 2020 and is a founding member.
